Abstract Description : This session explores how school leaders can move beyond compliance and instead harness legislation and state-level partnerships as catalysts for growth. Using real-world examples from a state-run virtual school, participants will learn how to interpret new policy, align with state priorities, and strategically partner with agencies, higher education, and community stakeholders to scale impact, folding this work into annual planning. Since implementing this approach in 2023, the North Dakota Center for Distance Education has seen a 43% increase in enrollments, demonstrating the tangible outcomes of strategic positioning. Attendees will leave with a framework for turning legislative shifts into growth opportunities and practical strategies for positioning their schools to thrive in competitive, politically complex environments.
